Spring Law was pleased to be appointed by the Crown Commercial Service in December 2018 following our successful participation in a Government tender for legal services. Spring Law is the only niche disputes law firm to be appointed and we are proud to assist the Government and wider public sector in the management of their investigations and disputes.

Disputes Only

The tender for legal services invited those tendering to pitch for all categories of legal work. As a niche litigation firm in the market since 2002 we only tendered for disputes orientated work and were flattered to be chosen by the Crown Commercial Service to provide our services to the Government and wider public sector. Our appointment lasts until 2022 when we will re-tender alongside all other interested parties.

As a firm we are uniquely positioned to assist public sector buyers of legal services. That is because we are dedicated to our art and have purposefully kept our central costs lower than many more generalised law firms. And because we are solely focussed on disputes we are effective at delivering high quality dispute services for a cost that is less than our competitors.

The services we offer are all linked to the prevention, management and resolution of disputes. We encourage public sector buyers to engage early with us to try and stop problems turning into disputes that end up in Court. Early engagement is effective to reduce the risk of actual litigation occurring.

We work transparently with all our clients on issues of likely cost and outcome. Given the expectations placed on public authorities to obtain best value and to de-risk their exposure to loss, open and frank dialogue between us and the public sector client are imperative.

For the reasons mentioned above achieving early resolution of disputes is perhaps more important to the public sector client than private clients. The latter can be freely informed by commercial considerations and potential advantage to be gained in a commercial context by risking more in the litigation. The factors that weigh on public sector buyers of legal services are understandably different. As a result we will try where possible to reach early resolution on acceptable terms, always aware that continuation of cases effectively exposes the client to greater litigation risk and costs.

Our disputes services also extend to the management and conduct of internal investigations. These can invariably involve investigating individuals. These investigations are conducted with sensitivity and within a pre-agreed scope.

Engagement & Value

The Crown Commercial Service have made contracting with appointed law firms straightforward.

Engagement is via the approved Framework Agreement for large scale legal appointments that tend to run over several years. Panel members are invited to separately tender for these projects and on the basis of the Framework Agreement.

Alternatively and for lesser value appointments public sector buyers can ignore the need to tender and can simply approach approved panel members ad hoc to provide services.

This is a very proportionate way of obtaining approved suppliers without the cost and time of tenders. We have found this particularly useful in the case of Council work.

We are aware that our disputes services are required to be provided for a competitive price. We committed to certain rates as part of our successful bid to be appointed by the Crown Commercial Service.

Our services are therefore provided on that basis and not subject to fresh negotiation.

We are pleased to be of service to the public sector and encourage them to use our disputes services.
